John J. Gallagher

Founding Attorney

Meet John

John Gallagher, a lawyer of 45 years and the founder of Gallagher Law, has established a practice that provides a board array of expert legal services, both nationally and internationally. John has wide-ranging experience in the global energy sector. John has worked extensively on matters from nuclear energy, oil and gas, space and satellite technology and equipment transfer.  One of Mr. Gallagher’s interests, both professionally and personally, involves nuclear non-proliferation. In that capacity, from 2003 until 2008, he served as the Chairman of the Board of the US Industry Coalition – a nonprofit entity created by the U.S. Congress to assist the Department of Energy in programs regarding nuclear, biological and chemical non-proliferation. John has been a regular attendee on various Congressional delegations which have met with global leaders in the executive and legislative branches of Eastern European Governments.

Recently, John has devoted his efforts to representing clients in the commercialization of space through the expansion of large satellite platforms.  John draws on his vast space law knowledge and decades of work advising innovators in the telecommunications and satellite industries.

Professionally, Mr. Gallagher graduated from the University of Pennsylvania Law School in 1976. He taught for five years as Adjunct Professor in the Honors Program of LaSalle University and is admitted to practice before the Pennsylvania Supreme Court, the Eastern District of Pennsylvania, the Third Circuit Court of Appeals, and the Supreme Court of the United States. John’s broad litigation background was nurtured by a diverse history of transactional and general representation engagements which have included complex financing arrangements, entrance to new markets worldwide and corporate transactions related to companies in their expansion of operations nationally and internationally. For 35 years, he has been rated AV® Preeminent™ by Martindale-Hubbell® – a Peer Review Rating which is an outstanding achievement and demonstrates that a lawyer has earned the highest rating available for their legal ability and professional ethics.

John Gallagher has been married to Joan Gallagher for 50 years and they are the proud parents of Kathleen Gallagher Kamper, Joan Gallagher, Esq., Ann Gallagher Till, M.D., and John Michael Gallagher, who is the Head Men’s Basketball Coach at Hartford University. In his downtime, John can be seen rooting for the Hartford Hawks Men’s Basketball Team or on the sidelines of an event for one of his fourteen grandchildren, Michael Kamper, Katie Till, Marie Kamper, Anna Till, Monica Kamper, Joanie Quinn, Brendan Till, Jack Quinn, Kenna Gallagher, Colleen Quinn, Alanna Gallagher, Danny Quinn, Jack Gallagher, and Mary Kate Gallagher.

Meet Joan

Joanie Gallagher, leads Gallagher Law and focuses her work on plaintiff’s personal injury and estate planning.  

Joanie is a trial lawyer based in Philadelphia who represents victims of personal injury or wrongful death. She is smart, tough, and never gives up on her client's case. Joanie works tirelessly to protect and advance her clients right to a trial by jury. With over 20 years of experience and 40 plus jury trials, Joanie has stood up against insurance companies and corporations to help her injured clients recover. Joanie believes that every client's case should be worked up as if the case will go to trial.  By preparing every case for trial, the value of each client's case is maximized. 

After spending the better part of her first twenty years as a lawyer in the courtroom, and nurturing life-long client relationships, Joanie developed a keen awareness of the devastating challenges her clients face after injury, and oftentimes, the onset of disability. Joanie developed an interest in planning for disability and the need for properly drafted power of attorneys as well as health care powers and living wills. 

From this spark, Joanie began a deep dive into estate planning so that she could assist her clients protect what is most important to them – their loved ones. Joanie has seen first-hand what happens to her clients without planning. Most people do not realize that without planning, the states of Pennsylvania and New Jersey have a plan for disability and death. Joan oversees the firm workshops and is passionate about educating her clients as to why a properly drafted estate plan can allow clients to ensure their wishes are carried out if they become incapacitated or after they die.   

Joanie was born and raised just outside of Philadelphia, in Delaware County, where she attended Cardinal O’Hara High School. She attended Boston College on a full basketball scholarship. She attended the University of Notre Dame Law School. Joanie returned to Philadelphia and joined her father who is her mentor. Joanie’s take on her father: "his guidance and work ethic gave me the drive to succeed as a trial lawyer."   

Joanie lives in Newtown Square with her husband Brian Quinn and their four children, Joanie, Jack, Colleen, and Danny. Joanie loves to run and exercise, spend time with her kids, and she cherishes her downtime in Ocean City, New Jersey.  

Helene Schramm

Client Care Coordinator

Meet Helene

Helene Bellew Schramm, was born and raised in Delaware County, Pennsylvania. She graduated from Archbishop Prendergast High School. He joined the team at Gallagher Law in 1985 and worked as an administrative assistant before beginning her work as the office manager. 


Helene is an important member of Gallagher Estate Planning Team. She is the Client Care Coordinator and she is eager to continue building relationships with potential, new, and existing estate planning clients. Helene is the point of contact for scheduling and ensuring follow-up with clients until estate plans are complete.  


Helene is married to Larry Schramm. When Helene is not working, she can be found walking or exercising with her daughter Lindsay. Helene comes from a big family and has five brothers. She loves to spend time with her extended family.

Kathleen Kamper

Paralegal

Meet Kathleen

Kathleen Kamper, is our Drafting Coordinator and focuses her work on making our client’s intentions a reality in the documents we create. Kathleen is a graduate of LaSalle University with a Bachelor of Arts degree in History and English. Kathleen also earned a Master of Arts degree in History from the University of Notre Dame. She has over 20 years of experience in higher education and has taught at Rosemont College, Immaculata University, Gwynedd Mercy University, and LaSalle University. 

In 2020, Kathleen pivoted her career and joined the Estate Planning Team at Gallagher Law, P.C. She trained with a group called Lawyers with Purpose and learned to use their system for drafting legal documents. She also works on marketing for the Gallagher Law by utilizing social media and other advertising avenues.  

Outside the legal field, Kathleen’s one special area of interest is Irish history. During her coursework at the University of Notre Dame, she spent over 6 months researching in London, Dublin, and Belfast. Another facet of Kathleen’s life is coaching, and she spent 8 years coaching middle school girls’ field hockey for the Saint Anastasia CYO. 

Kathleen is married to Julius Kamper and they have three children, Michael, Marie, and Monica. She loves to travel with her family to places like California, Arizona, Florida, and European cities like Budapest, Vienna, and Munich. 

Kathleen’s experiences in the classroom, research, writing, and editing have assisted in her transition to the legal world of estate planning. She enjoys helping people attain the peace of mind that comes with planning while they can for all possible circumstances.

Meet Michelle

Michelle Siegel, has been working for Gallagher Law for over 25 years. She began working for Gallagher Law while in 1993 and she assisted the legal secretaries with filing and organizing medical records. Michelle graduate from South Philadelphia High School and continued working with the firm. 

She has now worked with Joan Gallagher as a paralegal in the personal injury department since 1999 and has amassed extensive experience with court procedure and filings and is the point of contact for clients while their claim is being handled and their case is being litigated. Michelle also works for Attorney David Temple and handles his filings and his administrative work.  

Michelle takes pride in giving attention to the needs of all Gallagher Law clients.

Michelle is knowledgeable in court practice and procedure and handles electronic filings for the firm.  

If Michelle is not working, she is spending time with her family, her husband Jeff and their daughters, Gianna and Gabby.

Nataly Shevchenko

Legal Advisor

Meet Nataly

Ms. Nataly Shevchenko, is a Legal Advisor at Gallagher, Malloy & Georges, P.C.. She specializes in the field of International and Corporate Law, primarily working on complex cases and providing consultations to American, Russian, Ukrainian and other Eastern-European companies.

Ms. Shevchenko has a Juris Doctor Degree in Law from Kharkov Judiciary Academy and was admitted to the bar there. Upon graduation, she worked as Assistant District Attorney at the General Prosecutor’s Office and was involved in all aspects of criminal prosecution.

From 1997 through 2000, Nataly worked in International Law as a Legal Expert in a Moscow-based Russian-Swedish Joint Venture. Nataly was engaged in drafting legal documents, advising the company concerning its legal standing, obligations, and privileges, preparing contracts and corporate documents. She acted as agent for the company in numerous transactions.

In 2001, she joined the Gallagher Firm working in the field of immigration and international law. In 2004, she began to specialize in international and corporate law. Her extensive knowledge of Russian and Ukrainian laws and their application to US-Eastern European projects assisted her clients in developing mutually beneficial business relationships which resulted in successful projects.

Ms. Shevchenko’s clientele includes companies and scientists working in the field of high-technology, as well as oil, gas and precious metals.

Nataly Shevchenko is proficient in English, Russian and Ukrainian.

John Flaherty

Meet John

John Flaherty, has been a member of the Gallagher Law, P.C. firm for 18 years. John graduated from Drexel University with a business degree in accounting in 1973 and he worked for Jones Industries for over 30 years. John was also a regional credit manager for General Copper and Brass Sales for 10 years and held the position of vice president and CFO of Jones Industries which included the company of General Copper and Brass. 

John brings his expertise from the business world to our billing and accounting department. He enjoys working with numbers and assists in our probate calculations. 

John is married to Maryann and has two children and two grandchildren. He spends his free time with his family and has fun watching the Flyers and collegiate basketball.

Kseniya Dar
Kseniya Dar

Meet Kseniya

Ms. Kseniya Dar jointed Gallagher Law, P.C as an Immigration Paralegal in 2017. Ms. Dar has 10+ years of experience working on immigration cases of different complexity, including naturalization, adjustment of status, Violence Against Women Act (VAWA), nonimmigrant visas, consular processing, and immigrant visa cases for professionals and skilled workers, national interest waiver visas, and visas for individuals with exceptional and extraordinary abilities. She also has been handling Applications for Asylum and for Withholding of Removal.  

Ms. Dar is passionate and dedicated to helping our clients with their immigration processes, always maintains clients’ satisfaction from the start, being available for daily communications and effectively resolving issues in a timely fashion. 

Ms. Dar is a Summa Cum Laude graduate of the Kharkiv University of Oriental Studies and International Affairs with a Bachelor’s Degree in International Business. In 2008 she graduated from Peirce College with a Bachelor’s Degree in Paralegal Studies. Additionally, Ms. Dar was induced into Epsilon Lambda Chi Paralegal Honor Society and was awarded with Who’s Who Among Students in American Universities & Colleges. 

Ms. Dar is originally from Ukraine and is fluent in Ukrainian, Russian and English. Her passions include arts, psychology and linguistics.
